In order to solve accuracy of Topic Maps of navigation and positioning in the software system at present, a navigation and positioning approach of Topic Maps is proposed based on ontology (NPTMO). Therefore, It implements navigation and positioning of resources from internality association and externality relation of Topic Maps.Firstly, ontology relation is defined and approach is computed. Secondly, matching and merging approach of Topic Maps is analyzed, and it is employed, who is tag relation of RDF,OWL-S, WSDL and XTM to build navigation and positioning model, on the base of these context above description. A semantics ant colony algorithm (SACA) is designed to compute optimum solution of the model, and SACA is compared with basic ant colony algorithm (ACA). It shows that the result of SACA is better than ACA. Finally, recall rate of ontology, accuracy of Topic Maps and efficiency of SACA are defined to evaluate the NPTMO. It shows that accuracy of Topic Maps link resources is greatly increased.
